It can be used in a variety of institutional contexts and national traditions. It supports the development of policies to promote collective bargaining through tripartite social dialogue.

Countries across all regions and at various levels of development continue to call on the ILO for support and advice in establishing and revitalizing voluntary negotiation mechanisms and improving the effectiveness of policies that promote collective bargaining. This guide is part of a policy package to support the efforts of ILO constituents.
