Full-time unionization is a demand that has its own rules

Article 107 of the Jordanian Labor Law, pursuant to the amended Temporary Law No. 26 of 2010, which was confirmed by the amendments to the amended Law No. 14 of 2019, requires the tripartite committee to establish the necessary foundations and standards to enable trade union representatives to carry out their duties, including conditions for reducing working hours or devoting them to union work, and providing the necessary material resources for this purpose, taking into account the capabilities of the institution and the number of its employees.

However, the Tripartite Committee has not yet issued these principles, and therefore there is no legislative basis regulating the union full-time work process, its rules and procedures.

The concept of full-time union leave, as defined in international labor standards, is based on ensuring that workers' representatives enjoy appropriate facilities in organizations that enable them to perform their duties quickly and effectively. This should take into account the size and capabilities of the organization, without compromising its workflow, and ensure that workers' representatives are elected by unions and their members. Laws or collective agreements may specify the types of representatives entitled to these protections and facilities. The facilities granted to workers' representatives may include granting them the necessary time off, within reasonable limits, to perform their duties without compromising their wages and other rights, such as attending union and general meetings, training courses, and conferences, and performing the tasks required of them within the framework of their powers as union members.

Therefore, the right to union leave is not absolute, but is linked to conditions and rules that must be regulated by agreement between the parties to the work, either through legislation or through collective agreements, in a manner that guarantees the interests of all parties and is within the limits of the requirements and needs of union work.
