Ask the head of the Audit Bureau about the violation of donating from social security funds..?
The Parliamentary Finance Committee in the House of Representatives began discussing the Audit Bureau’s latest report for the year 2020. Since the report includes a large number of financial, legal and administrative violations in state agencies subject to the Bureau’s oversight, I hope you will ask the President of the Audit Bureau about the reasons why the report did not address the most important legal violation that occurred in the entire history of the General Social Security Corporation, which is the encroachment on Social Security funds during the pandemic and donating them to implement some defense orders in the tens of millions that were declared more than once as non-recoverable, despite what was stipulated in Paragraph (b) of Article (19) of the Social Security Law, which strictly prohibits spending from the Social Security Corporation’s funds except for what is required to implement the provisions of the law and the regulations issued pursuant to it..!
It is true that there are positive interventions that are appreciated and that the Social Security Corporation should have carried out, through which it supported the private sector during the pandemic period, and we approve of them. These interventions were limited to disbursement from the unemployment fund, which are savings accounts for the insured, and there is no harm in that, in addition to some other programs to facilitate the affected sectors and the insured, with expenses that will be recovered. But there are programs that have been implemented and tens of millions of Social Security funds have been spent on them, such as the Sustainability Program, to which the Corporation contributed “donationally” with an amount exceeding (70) million dinars..!
These donations and spending from social security funds, which are the funds of subscribers and generations, are not legal, and no one has the right to touch these funds or donate them, no matter how noble the goals are..!
Ask the head of the Audit Bureau why he did not write about this clear, obvious and blatant violation..?!
Ask him and hold him responsible for this error and this completely unjustified silence..!
Ask him how he can justify this violation and why his report did not mention it at all..?!
This is your responsibility, so ask and do not flatter anyone. This is social security money, and it is protected by law. No one should approach it without justification.
