Amman – April 28 – 2025 On the occasion of the World Day for Safety and Health at Work, observed annually on April 28, and on this day when the world unites in reaffirming its commitment to protecting the health and safety of workers in all workplaces, the National Campaign for an Alternative Migration System emphasizes the utmost importance of ensuring a safe and healthy work environment for workers in the agricultural sector.
This sector is a cornerstone of the national economy and a vital source of livelihood for a wide segment of farmers and workers, including migrant workers and refugees who constitute a large part of the agricultural workforce. A safe work environment is the foundation of productivity and sustainability, and protecting lives, workers’ well-being, and preventing occupational accidents must remain a priority that allows no negligence or delay.
Jordan’s agricultural sector has witnessed a significant development with the issuance of the Agricultural Workers Regulation in 2021, which brought agricultural workers under the provisions of the Labor Law. This was followed by the issuance of specific instructions on labor inspection in agriculture and on occupational safety and health in the sector, representing a positive step toward strengthening workers' rights and working conditions.
The National Campaign for an Alternative Migration System stresses that the mere enactment of such legislation is an unprecedented advancement, but it requires actual implementation and enforcement. Agriculture is recognized nationally and globally as one of the most hazardous sectors in terms of occupational safety and health, where workers face numerous risks, injuries, and occupational diseases. This highlights the urgent need to intensify efforts to ensure the safety and health of workers in this vital sector.
To activate the occupational safety and health legislation in agriculture, it is essential to train and qualify more inspectors specialized in agricultural work and its specific risks, and to provide the necessary support to the Ministry of Labor to enable it to carry out its oversight and enforcement role efficiently and effectively.
The campaign affirms the need to benefit from international labor standards and the best global practices in occupational safety and health to improve the conditions of workers in the agricultural sector. Providing safe and healthy working conditions not only protects workers’ rights, but also brings significant benefits to employers and the agricultural sector as a whole by reducing costs, increasing productivity, and motivating workers.
The National Campaign for an Alternative Migration System appreciates the efforts initiated by the Ministry of Labor to implement the Agricultural Workers Regulation and related instructions. However, it believes that further efforts are needed, including the allocation of additional personnel and resources to develop work in this area. Given the strategic importance of the agricultural sector for the economy, food security, and reducing unemployment, it deserves the level of attention that reflects its critical role.
The right of workers to be protected from occupational hazards in agriculture is a fundamental right recognized by both national and international legislation—a right that cannot be compromised. Accordingly, the National Campaign for an Alternative Migration System calls on all concerned parties to work together to achieve a safe, healthy, and decent work environment for all agricultural workers.
On this occasion, the campaign also calls on all public and private sector institutions to enhance safety procedures in workplaces, raise awareness among employees and workers of their rights and responsibilities, and invest in training and prevention as a means to reduce risks and increase efficiency.Let us make this day an opportunity for evaluation and progress, and a reaffirmation that human dignity begins with a safe and motivating work environment.
